I think there should be a new command that is !s aka !shout or !say that you could to shout a rule for example !shout rule 1 !say rule 1 !s rule 1 and it broadcast it to the server and the command should be given to TG| ranks or higher

And i think the command !aliases should be added for admins, cuz alot of players change name
